About the Organization:
The Collaborative Labeling and Appliance Standards Program (CLASP) is an international non-profit organization, head-quartered in Washington, DC, whose mission is to serve as the primary international voice and resource for energy efficiency standards and labelling worldwide. CLASP provides best practice technical advice on standards and labelling policies (S&L) in order to achieve high energy and carbon-reduction impacts. CLASP organizes teams of local and international experts to provide technical support to governments and organizations working to develop energy efficiency S&L policies. CLASP has been selected by the ClimateWorks Foundation to be a Best Practice Network (BPN) for appliance, lighting, and equipment. As a result of this support, CLASP is expanding its staff in key regions as well as its global outreach on S&L.

To join this effort, CLASP is seeking two highly motivated individuals to fill the positions of Program Managers for its India office. The positions are full-time and located in New Delhi, India.

The Position:
Under general supervision of the Director of India Programs, the Program Manager will help to design CLASP’s programmatic work in India on energy efficiency and contribute to the effective implementation of CLASP’s India strategy and deliverables for that sector. The successful candidate will work closely with the Bureau of Energy efficiency (BEE) on the implementation and completion of technical studies and other tasks. The candidate will also collaborate with the CLASP India Director to draft terms of reference for technical studies, coordinate the assessment of proposals, oversee the implementation and completion of technical studies and provide inputs to the in-house review of reports and other deliverables. Furthermore, the Program Manager will help organize workshops and stakeholder consultations on key issues for the CLASP India program.

The team of the India Director and the Program Managers will ensure that: best practice technical analysis is developed and presented to key S&L decision-makers in India at the right time and in the right format for maximum energy saving impacts. They will be supported by CLASP’s Research Director and Director of Country Programs based in Washington DC. The Program Manager will provide Technical Support to activities under the India Country Program but especially as pertains to S&L implementation assistance/setting thresholds for residential products. The Program Manager will impact the success of S&L in India and be a key resource to the global S&L network. A measure of success for the Manager will be the extent to which CLASP’s best practice technical analysis is used in the regulatory process by key Indian stakeholders, maintain strong liaison and coordinate with all key stakeholders including network partners — as well as other energy efficiency organizations.

The Profile:
The ideal candidate would have as many of the following characteristics as possible:
• A minimum of four to six years of relevant work experience in a related field having a strong understanding and/or implementer of S&L;
• Familiarity with international/Indian energy efficiency and/or S&L stakeholders;
• Knowledge of Indian policy making and regulatory procedures and existing relationships with key Indian institutions;

• Bachelors degree in engineering, energy economics or other scientific/technical field of relevance to energy efficiency, Masters degree is an added advantage;
• A personal orientation that emphasizes teamwork; and high-quality technically-based project design implementation;
• Ability to communicate clearly and consistently with colleagues, technical staff, project donors, and policy makers, both orally and in writing;
• Proficiency in English and at least one other major Indian language, including proficiency in reading, writing and communicating at a professional/technical level.
Experience working in an international and multi-cultural environment would be an added advantage;
